Arrow Flight SQL JDBC Driver Intellectual Property (IP) Clearance Status

Description

The Arrow Flight SQL JDBC Driver is a new Arrow module that implements a JDBC driver on top of Arrow, Arrow Flight, and Arrow Flight SQL. It was submitted as a pull request after several months of independent development and has continued to be developed (without merging) since then.
